ونموذج تصحيح الخطأ (ECM) للمدة (1985-2016)

الملخص
تعد النفقات العامة من أهم البرامج التي تتضمنها السياسة المالية لدى الحكومات المختلفة لتحقيق مستويات مناسبة من النمو الإقتصادي، وقد جاء هذا البحث ليحدد أثر النفقات العامة في الناتج المحلي الاجمالي في العراق ومن ثم نموه الاقتصادي خلال المدة (1985-2016)، وتحقيقا لذلك جرى إعتماد المنهج الوصفي في الجانب التحليلي فضلا عن إعتماد الأسلوب الكمي القياسي باستخدام أسلوب التكامل المشترك ونموذج تصحيح الخطأ ( Cointegration & ECM)، إذ حاول الباحثان تحليل تطور واتجاهات النفقات العامة وتطور الناتج المحلي الاجمالي ومسار نموه الاقتصادي، وقد خلصت الدراسة إلى وجود علاقة وإن كانت معنوية وموجبة إلا إنها كانت متواضعة، فقد كانت معلمة تصحيح الخطأ (ET-1) نحو (0.077) نظرا للتلكوء والتذبذب في مسار نمو متغيري الدراسة (GDP, EXP)، فضلا عن غلبة النفقات الجارية على النفقات الاستثمارية، وفي ضوء ذلك قدمت مجموعة مقترحات من شأنها المساهمة في تطوير أداء النفقات العامة وإعادة توجيهها نحو القطاعات الاقتصادية المنتجة.
Abstract
Public expenditure is one of the most important programs in the fiscal policy of various governments to achieve appropriate levels of economic growth. This research aims at determining the impact of public expenditures on the GDP in Iraq and then its economic growth during the period (1985-2016). The descriptive approach was adopted on the analytical side as well as the adoption of the standard quantitative method using the method of (Cointegration & ECM)،. The researchers tried to analyze the evolution and trends of public expenditures and the development of GDP and its economic growth path. The error correction parameter (ET-1) was about 0.077 due to the fluctuation in the growth path of the study variables (GDP, EXP), as well as the predominance of the current expenditure on the investment expenditure. In light of this, Proposals that will contribute to the development of the performance of public expenditures and reorientation towards productive economic sectors
