The foreign investment is one of the key factors for economic growth and economic institutions. From one side it is one of the basic components of aggregate demand and then the investment recovery is the recovery of aggregate demand which has the expansionary effect in income through multiplier.

In Iraq, the Foreign Investment Law no. 13 of 2006  is legislated and then is amended in 2010. However the contribution of foreign investment remains  weak where Iraq is still in the case of very weak states in terms of attracting foreign investment, as a result of the difficulties faced by Iraq, including the lack of security and economic stability and the decline infrastructure, institutions( electricity, water, roads and bridges)  which is a mainstay in attracting investment, although the law grants a lot of facilities in order to attract foreign investment.
