Abstract
    The agricultural sector comes in the forefront of vital sectors that greatly affect the outputs and inputs of the economy, this sector has gone through various stages at times, positive and negative, showing how weak this sector is in providing food security requirements, which has become a strategic factor in community stability and social and economic welfare and the role of agriculture has been affected In the economy during the past decades greatly, through twice the money allocated to this sector compared to other expenses allocated to other sectors. The question remains, do these allocations work? In other words, are the deficiencies in counting the advancement of the agricultural sector related to agricultural policies followed by the Ministry? Or are these allocations insufficient, ungrouped and properly distributed among the branches of the agricultural sector?
